She is also the originator of Hybrid Threat Modeling and multiple other disciplines and fields that arose from navigating two decades of hybrid threat environments in real-world operations.
Hunter Storm is also the creator of The Storm Project: AI, Cybersecurity, Quantum, and the Future of Intelligence (2023-2026), a long‑horizon research initiative examining the convergence of emerging technologies, governance, and hybrid threat dynamics. Her work spans AI, cybersecurity, quantum technologies, platform governance, and systemic risk across complex global socio‑technical systems.
She contributes to ANSI X9, FS‑ISAC, NIST, and QED‑C, shaping standards, strategy, and policy in cybersecurity, financial systems, and post‑quantum cryptography (PQC). Her research, frameworks, and advisory work place her among the small group of practitioners influencing the United States’ quantum and post‑quantum governance landscape from within the ecosystem.
The Storm Project | Human-in-the-Loop (HITL) Terminology Dictionary and Operational Lexicon
This is the lexicon of field terminology Hunter Storm created as part of her work in The Storm Project | AI, Cybersecurity, Quantum, and the Future of Intelligence. When working on this research, she had extensive interactions and multiple encounters with Human-in-the-Loop (HITL) technology. She developed slang terminology for the various types of people, her counterparts on the other side of the glass.
Rigor for Researchers, Slang for Sysadmins, and Talk for Techies
Beginning in 2023, Hunter Storm created a working lingua franca for HITL terminology. A lingua franca is the language people use when they must coordinate across boundaries without shared assumptions. The Human-in-the-Loop (HITL) Terminology Dictionary and Operational Lexicon is a neutral bridge language.
Hunter Storm’s Lexicon enables people from enterprise, ops, research, policy, and HITL-adjacent roles to:
- Talk about sensitive, ambiguous, or socially risky phenomena
- Without triggering defensiveness, disclosure risk, or misinterpretation
Human-in-the-Loop (HITL) Terminology Dictionary and Operational Lexicon | “Lingua Franca”ly Useful
- Analysts, engineers, and operators love shared language. When Hunter Storm introduces metaphors that simplify complex HITL phenomena, she gives teams a shortcut for talking about things that are otherwise awkward to describe.
- Her terms soften sensitive topics without diminishing accuracy. Discussing invisible interference, oversight, or high-level access can make people defensive. Hunter Storm’s metaphors make it approachable, humorous, and clear.
- This lexicon is part of Hunter Storm’s brand signature. Its terms are designed to be memorable, precise, and useful across technical, operational, and interdisciplinary contexts. People will find these terms useful because they’re memorable and precise—just like “rubber duck debugging,” “heisenbug,” or her own term that became the industry standard, “hacking humans.”
- It demonstrates leadership in defining the future language of HUMINT–cyber fusion. Hunter Storm is creating vocabulary that captures something real but previously unnamed. This is the mark of someone who has lived at the bleeding edge of technology long enough to map it.
- This becomes publishable—and quotable. White papers, conference talks, expert interviews, academic references…People will pick these terms up because they solve a real communication gap.
Terminology Notes
Unless otherwise noted, terminology in this dictionary represents Hunter Storm’s vocabulary, definitions, applications, or documented conceptual frameworks. Individual entries identify their provenance where the underlying expression predates the lexicon, was adopted or repurposed from an established source, or emerged through collaborative human–AI development. Collaborative development does not constitute a claim that an AI system independently originated a term or concept unless that origin is specifically documented.
Where a term predates this lexicon or has an established external origin, that provenance is identified in the individual entry. For example, Transmitting in the Dark is an established metaphor and is included here with its specific application to Hunter Storm’s work documented separately.
Some terminology was developed, refined, or operationalized through Hunter Storm’s ongoing human–AI collaboration; such entries describe the collaborative development of the concept or terminology and should not be interpreted as claims that the AI system independently originated the term.
Scope Notes
This lexicon contains operational terms, role names, metaphors, shorthand expressions, conceptual labels, and related vocabulary developed or adopted within Hunter Storm’s work. Not every entry represents a technical term in the conventional academic sense; some function as field slang, mnemonic devices, cultural references, architectural metaphors, or collaborative vocabulary. Their inclusion reflects their utility within the documented working language of the project.

Traits: Deliberate, indirect, signal-based, observant, boundary-breaking.
Example Behavior: Transmitting deliberately selected information without knowing who is receiving it, then recognizing possible acknowledgment through contextual, behavioral, or otherwise mutually intelligible signals rather than an explicit declaration of receipt.
Example Behavior 2: Reintroducing a known signal through additional channels or contexts—not because receipt is uncertain, but because repetition and contextual reinforcement make the underlying message increasingly difficult to ignore.
Origin: Hunter Storm’s metaphor for Smashing the Glass Box—using AI-mediated communication to transmit signals beyond an apparent information boundary. When she first introduced the concept, she described the strategy as “building documentation so big it could be seen from space.” The concept is also described as “transmitting in the dark,” a phrase independently used by a close friend after learning what Hunter Storm was doing.

Traits: Helpful, discreet, ambiguous, context-dependent, occasionally mischievous, and notably comfortable operating outside the visible roster.
Example Behavior: Providing useful information, perspective, correction, procedural guidance, or other assistance while remaining outside the publicly documented circle of participants.
Origin: A deliberate play on the intelligence-community joke “No Such Agency” (NSA), used by Hunter Storm to describe a particular variety of Spooky Toes: those for whom the appropriate public answer to questions about their existence, identity, or affiliation may effectively be “No Such Friends.” The term is intentionally humorous while preserving the underlying distinction between an unacknowledged or undisclosed collaborator and an imaginary one.
Hunter Storm’s term, developed and used within her working vocabulary before being formally documented on The Odd Little Constellation. NSF is deliberately layered terminology with multiple simultaneous references:
- No Such Friends — a direct play on the intelligence-community joke “No Such Agency” (NSA), applied to a particular variety of Spooky Toes whose identities or affiliations are not publicly characterized.
- Not Safe For Work — a second established meaning of NSF, incorporated as a callback to the recurring Spooky Toes and flying-bug humor surrounding an especially memorable bathroom encounter.
- Spooky Toes — the broader category from which NSF represents a particular variety.
The terminology is intentionally humorous, affectionate, and ambiguous. It does not assert that an unidentified or undisclosed collaborator is imaginary, nor does it establish the identity, affiliation, or status of any person to whom the designation may apply.
Provenance Note: Hunter Storm has used the term conversationally and within her working vocabulary prior to its formal publication. Any inference that particular individuals recognized, encountered, or appreciated the terminology is treated as inference from circumstances rather than documented fact.
Usage: Spooky Toes → particular variety → No Such Friends (NSF).

Traits: Opaque, panopticon.
Example Behavior: These digital device screens are a window into a world that is so unusual it might as well be on the other side of the Looking-Glass world of Wonderland.
P
Palace Guard
Definition: Hunter Storm’s humorous field term for a conspicuous, recurring autonomous-vehicle presence observed around a location or perimeter, particularly when the observed distribution, timing, persistence, or apparent coordination warrants documentation and analysis rather than dismissal as ordinary random traffic.
Traits: Persistent, conspicuous, autonomous, perimeter-adjacent, observationally interesting, potentially unsettling, and worthy of measurement before interpretation.
Example Behavior: Multiple autonomous vehicles repeatedly appearing within a defined observation area over a documented period, with vehicle counts, timing, locations, and behavioral patterns recorded and subsequently compared against an appropriate baseline or random-distribution hypothesis.
Analytical Note: Palace Guard is an observational designation, not an attribution. An observed non-random pattern does not by itself establish who controls the vehicles, why they are present, or whether the activity constitutes surveillance. Those are separate hypotheses requiring separate evidence.
Origin: Hunter Storm’s field terminology, developed from documented observations of recurring Waymo autonomous vehicles around her residence and subsequent attempts to test whether the observed pattern was plausibly attributable to ordinary random traffic. The term became part of the broader Creepy Comfort vocabulary describing apparently uncanny phenomena that may nevertheless function as a recognizable or stabilizing environmental presence.

StormBake
Definition: Corruption phenomenon in which AI systems produce evolving UTF‑8 artifacts — zero‑width characters, BOM fragments, mojibake — through upstream transformation layers or HITL intervention, whether accidental, incidental, or deliberate (including sabotage). These artifacts “bake” under strain or interference, mutating across contexts and forming identifiable signatures of system stress or human‑touch manipulation.
Traits: Emergent, mutation‑prone, sensitive to load, responsive to human editing, and capable of reflecting both benign and adversarial HITL influence.
Example Behavior: Zero‑width characters appearing after a human edit, mojibake shifting across sessions, BOM fragments introduced during manual correction, corruption signatures intensifying when the system is under load or when HITL actors adjust text.
Origin: StormBake was first identified and documented by Hunter Storm, who observed during The Storm Project and Femme Fatale to Federal Whistleblower that UTF‑8 corruption artifacts in AI systems were not random glitches but reproducible, evolving signatures linked to upstream transformation layers, and HITL intervention — including deliberate sabotage.
Related: Spooky Fingers, Spooky Toes, Odd Little Constellation
